Born May 20, 1936 in Keota, Oklahoma to Ruben and Robbie Inez (Jarrard) Hill, Lou Ann was reared and educated in her birth community. On September 12, 1952 she married Bobby W. Horton in a Stigler ceremony. The couple made their home in Tulsa and Longview, Texas, before moving back to Oklahoma, settling in Inola.

Lou Ann first priority was her family, she was a very loving mother, but she kept them all in line. She enjoyed her flower and vegetable gardens and Lou Ann planted a large garden each year and always had more than she could use, so everyone in the family benefited from it's bounty. Holidays were special, with Lou Ann preparing a feast for her family. She cooked or baked each one's favorite food and would call them all to the table with these words, "its probably not fit to eat", but there were no complaints from any of them. Lou Ann also enjoyed blue grass music and she and Bobby made many trips around the country to listen to different groups.

Those family members that survive include her daughter Janice Kay Dotson; her grandchildren Felicia Goss and husband Anthony, Connie O'Malley, Tina Jackson and husband Billy, Brandy St. Clair and husband Greg, Jessica Conner, Megan Silvers and Amanda Horton; her great grandchildren Amber, Dakota, Kaleb, Aaron, Kaden, Braiden, Reece, Royce and Aiden; her great-great grandchildren Alexus, DaiJanae and Tristan; her brother Billy Bradley and many nieces and nephews. Lou Ann was preceded in death by her parents, husband Bobby Horton, son Larry Wayne Horton and her daughters Michelle Breisch and Debra Lynn Hill, her brothers Jerry Don Hill and August Hill and sister Bernice Bailey.
