Delpha Merl Williams was born on August 8, 1940, in Tulsa, Oklahoma to Denzil and Elpha Ora (Hamilton) Stamper. Delpha attended Pleasant Porter School in Red Fork before moving on to Clinton Junior High and eventually completing her education at Webster High School. Driven by a passion for learning, Delpha continued her education at various institutions including Oklahoma Baptist University, Tulsa University, Northeastern University, and Ucat in Tulsa. Her commitment to education was so strong that she even took classes during her lunch breaks while working. This unwavering dedication led her to receive her degree in 1998.

Delpha embarked on a career that spanned several decades. She spent five years working for National Tank in Sand Springs before transitioning to Cities Service Oil and Gas in Tulsa, where she dedicated an impressive 25 years of service.

Delpha's proudest accomplishments were undoubtedly centered around her family. In 1961, she married Raymond L. Rozell, with whom she was blessed with two sons: Raymond Paul Rozell and Robert Patrick Rozell. As a devoted mother, Delpha actively engaged with her sons' lives by participating in their basketball games and attending various events alongside them. She also prioritized her faith by remaining active in her local church, where she found solace and strength.

Outside of her professional endeavors, Delpha found joy in various hobbies and interests. She became a Master Gardener, channeling her love for nature and cultivation. Later in life, she reconnected with an old friend at a square dance named Don Williams. Their deep connection blossomed into love, and they were united in marriage on February 14, 2003. Delpha and Don explored the world together as they traveled extensively throughout the United States and Canada in their RV.

Those family members that survive include her husband, Don Williams; son Paul Rozell and wife Lonna, their children Joshua and Kathy Holmes, Jason and Lidsey Swisher, and Melana Ivie; son Robert Rozell and wife Sharon; their children Blake and Sierra Rozell, Cameron and Jenna Rozell, Caden and Savanna Rozell, and Chase Rozell; one great grandchildren; her brother James Stamper, and sister Dina Stamper.  Delpha was preceded in death by her parents, her first husband Raymond Lawrence Rozell, and her grandson Jeremy Paul Rozell.
