Jim was born in Oklahoma City on September 14, 1948, to Ben and Margie (Bence) Carter. He completed his education at Blanchard High School, graduating with the class of 1967. Following high school, Jim attended Iron Workers Apprentice School. Jim would continue in construction and own his business for over 40 years.

On April 5, 1968, Jim married the love of his life, Brenda Hall. The couple would eventually move to Catoosa in 1973, where they built a loving home and cherished their time as a family. Jim and Brenda were blessed with three daughters: Neisha, Cecily, and Jill. Jim's love for his family knew no bounds, and he dedicated himself to providing them with love, guidance, and support.
Jim loved animals and sports. However, above all else, Jim's love for his family and his faith in God were paramount in his life. He was a faithful man who found  joy in his church, Faith Holiness Tabernacle, and called it his favorite place to be. Jim's unwavering commitment to his faith was a guiding force in his life, and he lived by its principles.

Jim will be remembered for his love for people and his giving heart. He believed in the importance of helping others and was always ready to lend a helping hand. He will be greatly missed by all who knew and loved him.

Jim was preceded in death by his parents, his brother Donald Carter, his father-in-law Charles Hall, and his brother-in-law, Jerry Hall.
